WASHINGTON - President Bush endorsed the transfer yesterday of $400 million from what had been his high-priority missile defense budget to his new priority - a war on terrorism. The bill would boost the amount dedicated to fighting terror mastermind Osama Bin Laden and his Al Qaeda organization to $6 billion for the fiscal year that begins Monday. In a bow to Russia, which has enlisted in Bush's anti-terror war, the Bush administration made a subtle shift in its policy toward the breakaway Russian province of Chechnya. In the past, Washington has scolded Russia for its treatment of Chechen rebels. But yesterday, Bush charged that the rebels, who are Muslims, were allied with Bin Laden operatives. "First of all, to the extent that there are terrorists in Chechnya, Arab terrorists associated with the Al Qaeda organization, I believe they ought to be brought to justice," Bush said while meeting with Muslim leaders. "We do believe there are some Al Qaeda folks in Chechnya."

A 33-year-old Queens firefighter who "saw hate and tried to bring peace" was mourned yesterday by family, friends and fellow firefighters just four days after he was killeding to stop a barroom brawl. As the mournful sound of bagpipes accompanied John Ciorciari's coffin and his grief-stricken family into St. Margaret's Church, a sea of white and blue hats worn by New York's Bravest filled the entrance to Middle Village church. An out-of-control taxi bounced off a parked car, jumped a curb and plowed into a crowd of pedestrians and a hot dog cart near Bloomingdale's yesterday, injuring 15 people - two of them critically, police said. The medallion cab was impounded and will be examined by the Taxi and Limousine Commission for mechanical defects, the captain said. After speaking with police, Smalls sat in an apparent daze in the front passenger seat of his cab before someone came to pick him up about 8 p.m. Biting his lip, Smalls - who has a 17-year record that cops said was clean - declined to talk to journalists.
